The costume idea is the result of two parents in Colorado pretending that their 6-year old boy sailed off accidentally in a home-made hot air balloon.  The cops, air patrol, and even the FCC were notified in attempt to save the young one, and of course, the press came along and eventually made this into a national story.

Unknown at the time, the boy was hiding in the attic the entire time.  This hoax was a setup by the parents Richard and Mayumi Heene to get some national exposure for their reality TV hopes.  Richard and Mayumi had met in acting school in Hollywood, and recently appeared on the Wife Swap show on TLC.  Everything would have worked great except for this line that the 6-year old uttered on CNN during a live interview: “You guys said we did this for the show.â€

Now the parents are under investigation, charges have been filed, and they will probably spend some time in jail.  And instead of the parents profiting from their nation-wide stunt, other companies are making money from their stupidity.
