How to make a 50s circle petticoat?

Can anyone try to explain to me the general idea of how to make a 3 tier 50's rock & roll circle petticoat with each tier gathered onto the next one to create the "full" look. I know how to make a full circle skirt, but not a petticoat. Any tips greatly appreciated.
Also, roughly how much fabric is needed for size 8/10.

I think what you are looking for is the type of petticoats they now use in square dancing. It is a very full petticoat. I checked and there are several clubs listed under square dancing and perhaps if you contacted them you would be able to either get a pattern, instructions or where you can by one.
