how do you add a lace up section to a halloween costume?

i bought a halloween costume that i would like to add a slit to lace up on the top at the chest area. i was going to cut a slit down the middle, then fold the sides under a little, and sew it up but how do i get the small slits in the dress without messing up the dress. or could i use a regular hole puncher to add the eyelets be easier? im not sure which is the best way to go about adding the lace up part to the dress. thanks in advance )

Many modern sewing machines will make an eyelet that can then be used for a well finished hole. On my machines, that stitch is located on the buttonhole menu. If you choose to punch first and stitch around afterward, I'd first use a product like Fray Check or Fray Block to keep things from unraveling.
