How can I make a homemade harlequin Doll Costume?

My friends and I want to be harlequin dolls for Halloween this year. We want to wear the eye masks with the feathers. My one friend and I are dancers so we have acess to some parts of dance costumes if anyone has any ideas on how we can make costumes without buying them, or only buying a few things that would be great

I'm thinking about being the same thing! The only thing that I can really think of is buying a petticoat and covering it with a harlequin pattern to make a dress. Also, I plan on wearing some matching tights with it.
